Eighteen years building software that government agencies, hospitals and critical-infrastructure operators depend on when things go wrong — nine of them as Chief Technology Officer and partner of a C$6.7M publishing and SaaS company. I treat security and compliance as a product capability rather than an audit exercise. I build engineering organizations that hold together, and I am as comfortable in a pricing model as in an architecture review.

What I do

Compliance that unlocks enterprise revenue

I co-own security and compliance with our IT director. I co-authored the information-security policy set and co-led the implementation that took the company to ISO 27001 audit-ready, and we are self-assessed compliant with CMMC Level 1. Before that I drove a FedRAMP Moderate authorization program for over a year, carrying it roughly a third of the way before it was suspended in 2020 to preserve cash. SOC 2 Type 2 and HIPAA are scoped as the next stage.

Where a security questionnaire is holding up a deal, this is a solved problem rather than a project to start.

AI-native delivery, measured rather than claimed

I rebuilt our development workflow around AI — Gherkin-first specifications, custom agents, MCP integrations, AI-assisted code review and AI first-pass QA — and then instrumented it instead of assuming it worked. The measured outcome was a 7% velocity gain, with the material returns in specification quality, unit-test coverage we previously did not have, and same-day proofs of concept. The real cost was code ownership.

I give the real number because it is more useful than the ones usually quoted. This is AI as how the team builds, not AI as the product.

An organization builder, with retention to prove it

Scaled engineering from 4 to a peak of 20 and rebuilt it twice. Interviewed more than 100 candidates and made 34 hires across my tenure, working alongside external recruiters and bringing in engineers who immigrated through a Québec immigration program. Remote-first across three provinces. My longest-tenured engineer is past fifteen years; two more are past ten. When COVID forced the company to suspend the entire engineering team, I delivered the news to each person myself. Once we were ready to scale again, every person I called came back.

Product judgement, not just delivery

I own product direction for our flagship platform: discovery with hospital, utility and fire-service customers, translating that into product strategy, and carrying it through specification into engineering. I structured its pricing on a flat fee plus per-bed basis — chosen deliberately as the most stable and auditable metric available to the buyer.

An engineering leader who can hold the product conversation rather than waiting to be handed requirements.

Commercially fluent

Priced and repriced two product lines over a decade across per-seat, per-feature, per-population and per-workspace models, with volume and term discounting. Fluent in US federal, state and local procurement and the GSA Multiple Award Schedule. Secured $1.1M in non-dilutive funding — $700K in SR&ED credits, $375K in NRC IRAP agreements, $50K from PME Montréal — including the technical justification and progress reporting behind it. Manage a $1.2M annual engineering cost base, roughly double that at peak headcount.

Served a year as company President, running operations and executive meetings, before returning to full-time technology leadership by choice.

Selected track record

  1. 100% uptime, and the day it was nearly lost

    Sustained 100% platform uptime across multiple years for software used during live emergencies. When a hurricane making landfall in Texas took down an early version of our QuickSeries Connect app platform, I traced it straight to dozens of municipal apps downloading their launch content through the API at once, and shipped an update serving that content directly from S3. Service was restored inside three hours, and every affected customer renewed.

  2. An offline-first incident command platform

    Own product direction and delivery for QuickICS, an offline-first ICS / HICS incident command platform built for hospitals, utilities, ports and fire services. Set technology selection and high-level architecture with my tech lead and IT director: Angular, NestJS, NX, Ionic, PowerSync and PostgreSQL on AWS, with FEMA iPAWS public alerting. Now in its third year of development, with the V1.0 release funded by a $300K NRC IRAP contribution agreement.

  3. Two native codebases into one

    Led the migration from two native mobile codebases to a single Ionic codebase spanning iOS, Android and web — retaining and retraining the incumbent native developer through the transition rather than replacing them.

  4. The app store path, owned end to end

    Own the iOS and Android publication path for a portfolio of white-label client applications: submission, review escalation, appeals against rejections, and the platform policy requirements that gate release.

  5. Before that

    Rebuilt a 27-year-old national archiving platform from scratch for Bibliothèque et Archives nationales du Québec and introduced Agile and Scrum practice there. Built a single UI theme and component library at Morgan Stanley that compiled to every platform the firm used. Wrote and rolled out the web best-practices guide for 80+ developers at Vidéotron. Built the front end of a patient-facing DNA testing application for Mayo Clinic. Led the consolidation of 40+ internal tools into a single product at Yellow Pages Group.

Scope
I set technical direction and make technology choices. Not a principal or solutions architect — the hands-on infrastructure, networking and IAM remit is not the job I want.
Product
I want product direction in scope. What I need alongside it is a product and design function to execute the craft beneath it, rather than being the one writing every spec and drawing every screen.
Location
Based in the Laurentians, north of Montreal. Remote or hybrid in Montreal; remote or hybrid in Toronto, where I would relocate for the right role. Fully remote anywhere else in Canada. Ottawa is within driving distance for occasional in-person.
US roles
Available fully remote to US employers as a contractor or through an employer of record. Not available for roles requiring physical presence in the United States, US work authorization, or a US security clearance.

Emergency management, public safety and preparedness software and publishing for US federal, state and local government, hospitals and critical-infrastructure operators. Top-selling vendor in its GSA Multiple Award Schedule category for over 20 consecutive years.

  • Chief Technology Officer & Partner 2017 – Present
    Own software strategy, technical direction and delivery for the entire technology portfolio; purchased a 15% equity stake and hold voting shares. Lead a 10-person engineering and QA organization on a $1.2M annual budget. Co-own security and compliance with the IT director.
  • President 2022 – 2023
    Took on the presidency for a year alongside the CTO role; ran company operations and executive meetings. Built the print pricing and quoting model, and analyzed printing and assembly vendor margins to route each job to the right supplier. Returned to full-time technology leadership by choice.
